Downloaded friends ps4 account but cant play his games

[HELP] Can't play downloaded games between accounts. My brother and I share a PS4 and bought the newest Need for Speed but I can't play on my account because he is the one who has the licence for it. So far I've tried to restore licences but it didn't work. I had you guys call me twice. I followed those no help emails twice. Opened ports like they had me do and still no help. Been having same problem since game released. Have tried well over times. When you guys can't fix the problem you just send me a survey asking how ea service was. The person who bought the game can play the game on any console. What can't cant play downloaded games on ps4 done is others playing the game you bought and downloaded on a console that's not set.
