My PS4 Pro won’t finish installing games or downloading updates while in rest mode. I just got a Pro and transferred everything, all my settings are the same as they were. It all worked fine on my OG PS4. Games would install and download updates while in rest mode no problem. I can’t be totally sure, but it also seems like games from discs. I downloaded DCUO onto my PS4 over the weekend and started it up once the download was complete. Once I went to leave to the city it told me to wait for it to finish downloading first.
